Touche'. In St. Paul, Minnesota where I spent a good deal of my working life, there was at one time a prosperous black business district called the Rondo neighborhood. In the late 1950's, guess where they decided to build interstate 94? Yep, right though Rondo, completely destroying it without firing a shot or dropping any bombs. It was done "administratively."
