There has been a lot of investment in the area over the years in the form of new businesses opening. Today's Grand Opening is tomorrow's "Going Out of Business Sale." The problems are so interwoven and so deep. I don't think anything will ever change it. Generation after generation grows up there and for many of them, unfortunately, it seems normal.
