The real tragedy in the Jacob Wetterling case is that when Heinrich approached the boys, his gun wasn't loaded. The boys could easily have run away but didn't because they believed it was. As a matter of fact, Jacob could have run away at any time because Heinrich didn't actually load the gun until a moment before he killed Jacob.
