The only rule is the Spoils System. Mitch McConnell and the GOP simply DON'T CARE. They will do anything that benefits them if they have the power to pull it off. They have no sense of shame and no sense of fair play. They are not interested in bipartisan anything. The sooner the Dems realize this and stop pretending the GOP cares what they think, the better off they will be. The GOP doesn't see the Dems as the loyal opposition. They see them as the ENEMY.
