Spot on. I had the misfortune of teaching in a small high school in northern Wisconsin in the late 1980s when spearfishing was a hot controversy. This, at the same time the state mandated teaching what was contained in the treaties. The same kids who learned that the indigenous people were right were out on the docks that same night with their parents shouting at the people spearing fish.
