Some schools are better than others at fostering what you are talking about. Some are diploma factories. Keep in mind, however, that schools are not autonomous. School boards set the policies under the guidance of the state government. School boards are elected by you, the voter. The same is true for the state government that oversees all public schools in its jurisdiction. If you want schools to change, YOU have to become involved as a teacher or a school board member or run for state office.
