Right. The problem is that a representative from Wyoming represents fewer people than a representative from California, so it is not as democratic as it would appear. The small states already enjoy having 2 senators, the same as large states. It seems unfair for them to also get special treatment in the House. The 435 freeze needs to be gone so that Congressional districts have roughly the same number of people.
