Keeping kids together with the same teacher is not unheard of in the U.S., but it is rare. Schools are often large and the population of the U.S. is very transient in many places, so keeping everyone together is not likely to happen even if that was the intention. People move. Teachers quit or retire. It's in a constant state of flux.
