It has been a disaster here in the U.S. where it has been allowed on a limited basis. Mostly it has served as a giveaway program to the wealthy who can already afford private education. Private schools raise their tuition so that poor people still can't afford the tuition even with the vouchers. They have become in many instances privately-funded religious indoctrination centers.
