If you passed a vaccine mandate for schools, the first thing that would happen is a fairly massive withdrawl of students from school. Parents would home school or put their kids in private schools that don't require vaccines. Then would come the corresponding cut in revenue. Fewer kids equals a smaller budget. A smaller budget means fewer teachers, administrators and support staff, not to mention extra curriculars.
