If it is mandatory, is it really volunteering? 4 of your 10 suggestions involve schools. As a teacher of 36 years, I can tell you we are already taxed to the brink trying to do what everybody else thinks we should be doing. Schools can't solve this because there simply isn't the money or the personnel. We can barely find teachers.
