If a person has 150 cats, we call them a hoarder and mentally ill. If some has 3000 pairs of shoes, we call them obsessive and mentally ill. But if a person has $10 billion and is trying up that to $20 billion, we praise them for being successful. Hoarding is a mental illness whether the object of their hoarding is cats, shoes, or money. Our government and economy is being run by a group of mentally ill people. When you look at it that way, things make more sense.
