I think the real issue is control, more so than whether work is getting done. There are plenty of people who sit in cube farms and daydream. The boss thinks they are working. What we really have here is a testament to how insecure and distrustful the management in some companies are. They want to see the worker physically there, and they become suspicious if they are not.
