I think one big reason some parks charge is the amount of maintenance needed. For instance, in Sequoia Nat Park (my favorite) if there are storms or fires, people have to be paid to clean up the damage. There are hiking trails that have to be maintained. Rangers and rescue crews have to be paid. Others parks don't have these things to pay for to the same degree.
