I think in a capitalist economy, there are going to be winners and losers, and the people living in these areas are those who lost. Of course, the concern to the winners is at what point do these people get tired of losing and fight back? I don't think there is a solution or we would have done something by now. If we keep doing what we've always done, we'll keep getting what we've always got.
