I think Carter was probably the most ethical president the U.S. has had, though his leadership was weak. In fairness, he did inherit the Nixon/Ford mess of high inflation. Where Carter stands out in my view is what he did with his post-presidency. That, in my view, is his real legacy. Some say he is the only man to have used the presidency as a stepping stone to greatness.
