I am against any coercive tip or surcharge. Business owners need to pay their workers fairly, and if they have to raise their prices to do it, so be it. I tip a flat rate at full service restaurants only. A waiter who brings me an expensive steak shouldn’t be tipped more than one who brings me eggs. It’s the same amount of work.
