Choosing who to treat based on behavior is tricky. Should smokers forego heart surgery and treatments for lung cancer? Should people who drink alcohol be barred from receiving liver transplants? Should a person cited for reckless driving be denied admittance to a hospital if they are injured in a crash? I'm not sure this would be a great way to go, deciding who gets treatment and who doesn't based on behavior.
